Norbert Gorißen is Deputy Special Envoy for International Climate Action at the German Federal Foreign Office. Furthermore, he acts as Director for International Climate Policy at the Federal Foreign Office of the Federal Republic of Germany. He oversees sections dealing with international climate action, UNFCCC, climate finance, bilateral climate cooperation, climate and security, and international environment politics.
Until January 2022, Mr Gorißen was Deputy Director General for International Policy at the Federal Ministry for the Environment (BMU). During his time in this ministry, he held various positions for more than two decades. Since 2008, he has been responsible for the International Climate Initiative, with a budget of about 600 Mio €. He negotiated the finance provisions in the Paris Agreement for the European Union. Prior to that, he headed the division “European Union” during the 2007 EU Presidency of Germany, and organised the international “renewables2004” conference in Bonn. He started his career at the Federal Environmental Agency in 1986.
Norbert Gorißen, born in 1958 and married, with two adult daughters, holds a diploma in Mechanical Engineering from the RWTH Aachen University.
